Two main principles should be implemented in any institutional
govt:
1. Cost saving
minded >> anything that less value added should be minimized
2. High tech is
important for improvement >> for technology, cost saving minded must not
be used, see the big picture on how big the saving will incur from the new-tech
used. Don't be silly-narrow-minded person.
This actually shows
your degree of openness to change.
